Yes, there is low cost pet insurance. Many pet insurance companies offer a variety of policy programs, including comprehensive coverage and low cost pet insurance. Usually, low-cost pet insurance is called that for two reasons:

The premiums are lower than all of the other policies
The coverage is also limited
